Yes, we and the USAR have won it. SERC has not been included because they didnt take any actions.
Lately I got a PM from Eonic where he mentioned they had surrendered. Btw GH isnt even active now except a few of them. Therefore, we have won along with USAR. Well fuck GRSS, GH and GA. We have won lol.

So nato and JOG merges. It wont have been a lot of progress except getting 2-3 members from dem. RIP I am not in mood of allying NATO.
